HOW TO APPLY FOR A NEW TNB METER AND PAYMENT CHARGES 2026 ACROSS MALAYSIA

METER APPLICATION REQUIREMENTS

  1. Before submitting an application, the house/premises must be fully completed or at least 90% completed and safe. Do not apply for a permanent meter if construction has not yet started or is still in early stages. For construction purposes, a temporary meter application is required.

  2. Must comply with TNB meter installation specifications, with completed wiring, DB, and meter board installed according to TNB-specified standards.

  3. Must not be located in a low-voltage constrained area. In some areas, TNB may not be able to provide supply due to insufficient available capacity.

  4. Must have planning approval / local council licence / assessment tax for commercial applications in certain areas.

Make sure your application is under the correct category.
A New Meter Application / Newly Built is for premises that have never had a meter or do not have any TNB cable. If the premises previously had a meter, you must apply under Existing / Existing Meter.

A New / Newly Built application is mandatory to be processed through a contractor, which means only a contractor can submit the application and it cannot be done by the owner individually.

For new applications, there are 2 cost components that you need to pay:

Payment to TNB
i. Deposit / Security Deposit
ii. Consumer Connection Charge (CSP)
iii. Stamp Duty

TNB Meter Application Process

Site Visit – Document Submission – Submit – Approved – Payment – Installation – DONE

The process for a new meter application depends on the type of application.

EXPRESS

  • The express meter application process applies to overhead supply using up to 3 poles and is not located in a gazetted low-voltage area. It does not require a TNB officer site inspection before approval.

ESTIMATED

  • If the use of poles exceeds 4 poles or involves underground supply, the application must be submitted under estimated. This type of application requires a TNB officer to conduct a site visit before approval is granted. The processing time may be longer than an express application.

TNB Meter Installation Duration

The installation period for new applications is 1–14 days for express applications, and up to 21 days for estimated applications, or possibly longer.

This also depends on the location. Sometimes the process is faster, sometimes slower, depending on demand and site conditions.

  • The Consumer Connection Charge (CSP) must be paid to TNB after the application is approved, and the charges imposed depend on the scope of installation, whether it is overhead line (from pole to meter board) or underground line. For overhead lines, the pole cost is free and no additional pole charges are imposed by TNB. Applications for overhead and underground cables are priced differently.

    New – RM 450 (Overhead)

    The meter security deposit is also required to be paid to TNB after the electricity connection is completed by TNB. The deposit amount depends on the type of house, whether it uses a 1-phase or 3-phase meter, and for business premises, it depends on the maximum demand requirement. The deposit is refundable if the user closes the account.

    Stamp duty RM10 — this usually means the stamped document falls under a fixed rate category (not based on cash value such as property sale and purchase).

TNB METER PAYMENT RATES – NEW APPLICATION

TNB payment rates can be referred to in the table below. Payments to TNB can be made directly to TNB without going through the contractor. Only the contractor’s service charges need to be paid directly to the contractor after approval. Our company is a registered electrical contractor under the Energy Commission (ST), CIDB, and TNB.

Note: The prices below are for new premises that have never had a meter. Contractor management charges are not included.

The consumer connection charge for underground supply is RM1,700, and the rate is the same for 1 phase and 3 phase.

Additional pole charges for TNB applications
At present, poles are provided free of charge, even if multiple poles are required, as long as they are needed for the meter application. The poles are the property of TNB, not individuals. TNB reserves the right to install poles if required, and not to install them if they are not necessary.

TNB Meter Application Contractor Charges
Single phase: RM 150 to RM 300
Three phase: RM 200 to RM 400

Therefore, the total price depends on the type of house and the number of supply phases required, as well as the distance and complexity of the application.

EXAMPLE: Kampung House – 1 Phase

Deposit: RM 170

Stamp Duty: RM 10

CSP: RM 450

Contractor Management Fee: RM 200

Total: RM 830 only

SUMMARY OF HOW TO APPLY FOR A TNB METER – NEW APPLICATION / NEWLY BUILT

  1. New meter applications must be processed through a contractor.
    Payment is required for deposit + connection charges + stamp duty + contractor charges, based on the type of premises as determined by TNB.

  2. TNB poles are provided free of charge, subject to the requirements of the premises / site.

  3. The premises must be completed or at least 80% completed.

  4. Installation period is 1–14 working days for express applications.

  5. It is mandatory to deal with a contractor and submit all required documents to the contractor.
